The best way for a man to be apprehended, the state police report said, is to use force and “be aggressive.”
“The only way to stop a man is to be aggressive,” the report said.
“Use physical force to get the person into a chokehold, if necessary.”
The report also said police should not let the suspect leave the scene, even if he has a gun.
“The use of force is imperative to ensure the safety of all parties involved,” the officer wrote.
“In an effort to make the situation safer, it is important to have the suspect restrained.”
Police said they were aware of the report, but declined to comment.
